The people shall elect these senators unless the Caesar or Caesarea wish to appoint one. If the Vellarii Imperium has four or fewer senators, legislation shall have to be passed unanimously; however, after five senators, a majority shall suffice. Imperial Stockpile Act
"By the authority of the divine right of Caesar and Caesarea, we hereby decree that the Imperium shall maintain a minimum of at least 25 fully equipped combat sets at all times, to be held in the capital city of Kanna. These combat sets shall include a sword, shield, armor, steak rations, 4 strength potions, a speed potion, 2 fire resistance potions, and 20 instant health 2 potions, and shall be available for use by our elite fighters in times of need. Ceased Hostilities Act
